Expansion can actually be weakness in many cases and this is why Russia is making a big mistake by invading Ukraine. Even if they managed to capture the land, it would just stretch their resources and lead to a collapse in their government and economy. Russia already has to suppress various dissent within their own borders, and attempting to subjugate new populations would only lead to more internal weakness.
